The Essex embodied carbon policy study (published 2024 and reissued in 2025) recommends that Essex authorities require circular economy statements, including pre-demolition audits, in planning applications that involve demolition of existing buildings, and that developers carry out a pre-demolition and reclamation audit for existing buildings.

It points towards whole-life carbon assessment for developments over around 1,000 m² or more than 10 homes, a retrofit-first approach where redevelopment is resisted unless retrofit is shown to be impractical, and alignment with the RICS whole-life carbon methodology and LETI and RIBA 2030 embodied carbon targets. A pre-demolition and reclamation audit is the evidence base that underpins all of it.
